His Majesty's Consul General at Wanking telegraphed to me on the 29th August that ir. J.K.Choy, Chief of the Administrative Department in the Ministry of Railways at Hanking, was sailing from hunghai in the "Hakusan Taru" on the 3rd September and would pass
through Hong Kong on his way to Europe. He added that r. Choy while in Tong Kong would like to have a discussion with me on railway matters. I also received a telegram from Sir Wiles lampson, dated the 3rd September, stating that Ir. Choy was understood to have the confidence of the Chinese Ministry of Nailways and that I might well find it advantageous to discuss railway questions with him.
